Initial situation
Our client is an NGO with tens of thousands of users spread across more than 280 sites, whose telephony environment— Teams —had outgrown the capabilities of native tools and standard administration methods.
Provisioning was done manually using the ` PowerShell ` command; numbering plans were stored in Excel files; and there was no consolidated view of costs or incidents. But the real obstacle wasn’t the workload—it was that the need itself—to manage multiple carriers, multiple sites, and multiple tenants in a consistent and automated manner—had no off-the-shelf solution on the market.
Goal
This project was not simply a matter of “configuring Teams .” It required a thorough understanding of—and the ability to integrate—telecommunications mechanisms that few people work with at this level:
- The coexistence of Direct Routing andOperator Connect in the same environment
- Direct integration with SBC and telecom partners
- Multi-site numbering plans and rules for converting incoming and outgoing numbers
- IAM-driven provisioning (FIM/MIM, Azure AD), in a multi-tenant environment
- Cost allocation based on CDRs (Call Detail Records) from Teams
No native tool covered this set of features. So the right answer wasn't to find a product, but to design one.
Concept
Rather than working around the problem with scripts, we designed and developed a comprehensive platform that centralizes voice management Teams —users, numbers, routing, agents, and costs—in a single portal, integrated with the IT (SCOM, SSRS, IAM, ERP, CDR Teams).
The project was divided into several phases.
1. Audit of the existing voice environment. Mapping of tenants, sites, numbering plans, carriers, and connection methods to precisely identify what the existing system was unable to do.
2. Design of the voice architecture. Standardized dialing model, routing rules by site/department/extension, role-based administration (global or local by site), and integration schema with IAM.
3. Development and integration into the information system. Connection to Microsoft 365 E5 / Teams Phone, Active Directory / Entra ID, SBC and carriers, with secure access via authentication Windows or SSO — without replacing the existing infrastructure.
4. Automated provisioning and cutover. Migration Management of users and numbers has shifted from scripts and spreadsheets to the portal, with assignments made from predefined ranges, followed by testing and cutover validated with the client.
5. Cost monitoring and tracking. Implementation of monitoring (SCOM, SSRS dashboards, real-time anomaly detection) and financial tracking (cost centers, pricing matrix, export ERP).
Result
- Provisioning time is reduced from several hours to just a few minutes, without the need for scripts.
- Consistent numbering and routing across all sites and carriers.
- Telecom costs become transparent and manageable, by location and by unit, with the ability to export data to theERP.
- Management no longer depends on a handful of scripting experts: fewer errors, fewer duplicates.
- Incidents are detected in real time.
What this project demonstrates
This project illustrates three things we bring to any Microsoft telephony issue:
- Expert knowledge of telecommunications. Direct Routing, Operator Connect, SBC, numbering plans, number conversion, CDR: we work with these mechanisms on a daily basis, whereas most integrators stop at the standard configuration of Teams.
- The ability to design AND develop software—not just deploy existing Microsoft products. When the tool that meets our needs doesn’t exist, we build it.
- An approach that starts with the client’s actual problem. We assess the current situation, pinpoint exactly what’s missing, and develop a solution to address it—whether it’s a deployment, an integration, or a complete custom-built platform.
It is this combination—cutting-edge telecom expertise and development capabilities—that enables us to solve Microsoft telephony issues for which there are no off-the-shelf solutions.
